Webthe revving indicates it's running lean, could be an air leak once the engine warms up a little, or could be starving for fuel. Get it started and spray around the engine with wd40 or the like, see if you can find a leak. Things I have noticed: When it is cold it does not do it that often but when it warms up it does it quite a lot more. When I try to start it back up, it does not start unless I use the throttle. They will tick over for a while longer but as soon as I touch the throttle they die. Each year I change the plug & air filter, plus when I have finished using them I drain & run them dry.

I installed clear fuel lines and I can see about 2 inches of fuel sitting at the carb, so it seems that fuel is flowing. The vacuum line is empty, I assume that's normal? If there's a screw on the hose or beside the hose, tighten it to stop the flow. If you don't the bowl is draining the fuel that gets into it.
